STRATEGIC FOCUS AREA
Facilities, Amenities, and Open Space
BACKGROUND
Phase 1 of Founders Plaza was completed in 2020. In late July 2021, the City of Brighton received notice that it has been awarded $385,000.00 in grant funding from Adams County. The grant funding will complete the Founders Plaza and will include: enhanced colored concrete events area, trellis shelter and covered picnic tables, festoon lighting, a small activity/concert area, location for the annual Christmas tree, additional seating, and additional trees for shade.
The total cost for the “Founders Plaza Phase 2 Project” is estimated at $700,000.00. This project is the combination of both this grant request and the City’s matching funds. The grant funding of $385,000.00 (55.0% of total project cost) matches the City’s cash match of $315,000.00 (45.0% of total). The City Attorney has reviewed as to form the Grant Agreement and confirms that it is Adams County’s standard agreement and that the terms are reasonable. The attached Resolution allows the City of Brighton, through the City Council to enter into the Agreement with Adams County and to allow the City Manager to sign and execute the Grant Agreement.
FINANCIAL IMPACT
Signing the Grant Agreement with Adams County will allow the City of Brighton to receive $385,000.00 in grant funding for the “Founders Plaza Phase 2 Project”. The City’s match is already within the 2021 Budget. Adams County becomes a funding partner through this grant funding, and this allows the City of Brighton to spend less money needed to complete the Founders Plaza project. Additionally, there is a need to complete this project, and Adams County grant funding helps accomplish the completion.
FINANCIAL IMPACT
Awarded Adams County Open Space Active Grant Application funds of $385,000.00 will be used for the Founders Plaza Phase 2 project. The City has budgeted a match of $315,000.00 in the 2021 Parks and Recreation Capital Budget. The total project is estimated to be $700,000.00.
