PURPOSE
Requesting City Council approval of a formal solicitation for the City of Brighton, Brighton Depot Roof Replacement to the most responsive and responsible bidder, and approving the resolution giving the Mayor authority to sign the contract. Pursuant to Section 3-8-90 of Brighton Municipal Code, all bids and proposals in excess of $50,000.00 shall be awarded through formal written procedures by the City Council, and in accordance with the Municipal Code Article 5-80, Ordinance 2031.

BACKGROUND/HISTORY
This request for award is for an award of a contract for the replacement of the roof on the Depot located at 269 E. Bridge Street.
In May 2018, at the direction of the City Council, the City purchased the Depot for the express purpose of rehabilitating the existing historic building, activating the building and the outdoor plaza, and redeveloping the plaza to fully integrate the Depot into the larger campus with the Armory, owned by the Brighton Urban Renewal Authority (BURA) and the Anythink Library, owned by the Rangeview Library District.
Prior to purchasing this property in 2018, staff had a building inspection completed. One of the items that came from that inspection identified the need to replace the existing roof on the Depot. Prior to publishing the bid solicitation for the roof replacement, staff had a consultant complete an in depth analysis of the detailed work needed on the roof. During that analysis, staff learned that the wood substrate will also need to be replaced prior to installing any new shingles. Further, this project will include installing a new rubber membrane over the existing box car in order to eliminate the leaks that currently exist. The gutters will also be replaced as part of this project. It should be noted that the roof over the existing sunroom will not be replaced as this is scheduled to be demolished once interior construction commences.
The actual project once scheduled and permitted is anticipated to take less than one week to complete. A total of 2 bids were submitted for this project by the bid deadline on March 26, 2019. This response represents a very competitive bidding environment. Staff worked with our roofing consultant to evaluate the various bids.
FINANCIAL IMPACT
The roof replacement project is anticipated to cost $66,789. This includes underlayment (sheathing), labor, gutters, materials flashing(s) on the primary Depot structure and attached box car. This funding for this project will come from the previously approved Honeywell project, which provides funding for energy efficiency and sustainability projects on City facilities. Sufficient funds are appropriated in the Adopted Fiscal Year 2019 Budget.
STAFF RECOMMENDATION
Finance, in working with the City Manager’s Office and Department of General Services and completing the review and evaluation of this Proposal, recommend award to the most responsive and responsible bidder B&M Roofing of Colorado in the amount of a total not to exceed $73,468.00, which includes a bid amount of $66,789.00 and a 10% contingency of $6,679.00.
