PURPOSE
A Resolution authorizing the City of Brighton to enter into a Grant Agreement with Adams County, for grant funding in the amount not to exceed $660,000.00 for the “BJAA Park Improvements Project”; and authorizing the City’s matching obligation of $540,000.00; and authorizing the City Manager to sign and execute the Grant Agreement.
BACKGROUND
The BJAA Park land, including the park amenities, was donated to the City of Brighton on July 11, 1973 by the Brighton Japanese American Association (BJAA) - marking 45 years in 2018. BJAA Park is at a point of needing revitalization and enhancing the site. For this reason Brighton applied for and received an Adams County Open Space Passive Grant to fund this construction improvements project. This “BJAA Park Improvements Project” is based upon the recently completed Master Plan that the City has involved Brighton Japanese American Association, adjacent neighbors, and Brighton residents in the Master Planning process. Brighton wants to start the construction of the park improvements in 2018, since that is the year of the 45th Anniversary of BJAA Park being donated to the City.
The total cost for the “BJAA Park Improvements Project” is estimated at $1,200,000.00. This Adams County Grant Application project is the combination of both this grant request and City’s matching funds. This Adams County Open Space Active Grant Application approved the City’s funding request for $660,000.00 (55% of total) and the City has a cash match of $540,000.00 (45% of total) budgeted in the 2018 Recreation Capital Fund.
The City Attorney has reviewed as to form the Grant Agreement and confirms that it is Adams County’s standard agreement and that the terms are reasonable. The attached Resolution allows the City of Brighton, through the City Council to enter into the Agreement with Adams County and to allow the City Manager to sign and execute the Grant Agreement.
