PURPOSE
A resolution of the City Council of the City of Brighton approving the purchase of real property with a conservation easement and authorizing the City Manager to execute associate transactional documents.

 

BACKGROUND

The Parks and Recreation staff together with The Conservation Fund (TCF) identified the “Target Property #1” in Historic Splendid Valley (HSV) utilizing the priority map from the District Plan.  The District Plan addresses the agricultural land south of Brighton and was developed through a partnership between Adams County and the City of Brighton through many public meetings.  TCF has worked with the landowner on the property acquisition on behalf of the City, purchasing two-thirds of the land in 2021 and the other one-third in 2022.  Funding to date for this project is available from a previous GOCO (Great Outdoors Colorado) grant, a 2021 and a 2022 Adams County Open Space grant, TCF funding, and a private conservation funding source.  The target property is generally located near the intersection of 144th Avenue and Sable Boulevard.

 

FINANCIAL IMPACT

The final purchase price of the Wagner-Mayhew property is $2,331,000.  The City of Brighton will pay $1,713,000 and the remaining $618,000 will come from Adams County grant funds.  The City will also pay The Conservation Fund $297,000 for fees per their contract, including appraisals, legal services, environmental assessments, mineral assessments, and closing costs.

 

STAFF RECOMMENDATION

Staff recommends that City Council approve the final purchase of Target Property #1 and authorize the City Manager to execute the associated transactional documents.
