PURPOSE

Requesting City Council approval of a Resolution authorizing the City Manager, or designee, to execute an agreement between the City and Brookfield Residential for reimbursement of a non-potable water main through Venture Park during construction of the larger park project that is currently underway.

BACKGROUND / DISCUSSION

The City owns a non-potable well used for irrigation purposes known as the Chikuma Well. The well has historically provided non-potable water to parks, open spaces, landscape tracts and median landscaping in the Bromley Park and Brighton Crossings subdivisions. Capacity in this system has been reserved specifically for large parks such as Donelson Park, Venture Park, and Brighton East Farms Park.

The non-potable water distribution system north of Bridge Street is not complete and has been built piecemeal in many phases. The City wishes to continue to take opportunities to install missing portions of the water main. The ideal time to install the water main is prior to or in conjunction with other major projects, such as the construction of Venture Park.

The installation of this line now will save money in the future (i.e. mobilization costs since the project is combined with the larger park project, replacement of trail that would need to be replaced if the main was constructed in the future and costs of future construction) and prevent disruption to the much-anticipated public park. The engineer’s estimate of the costs is approximately $314,000.

Installation of this portion of the main will not allow for immediate non-potable use at the parks described above but will work toward the departments overall goal of expanding non-potable irrigation services.
