PURPOSE
Adopting a Resolution approving the Master Plan for the development of the second Neighborhood Park in the Northgate subdivision located at 45th and Mt Snuffles.
BACKGROUND
The City contracted with Stanley Consultants to develop a Master Plan for the construction of the second neighborhood Park located in the Northgate Subdivision. The Park is located on the corner of 45th Ave and Mt. Snuffles, and is three acres in size. The process to develop the Master Plan was to host three neighborhood meetings to solicit public input into the amenities the neighbors wanted in their neighborhood park. The first neighborhood meeting was held June 18, 2015 at the Foundations Academy. The second public meeting was held July 13, 2015 at the park site. Both meetings were well attended by the neighbors. Based on input from the neighbors the final Master Plan was developed and presented at the third public meeting. The third public meeting was held at the Parks and Recreation Advisory Board Meeting on August 5, 2015. Attached is the Master Plan drawings and the results of the surveys taken during the neighborhood meetings. The Master Plan reflects the requests of the neighborhood during the meetings. The park will be very unique in Brighton. The playground is a natural exploration experience and not the typical post and platform playground. The landscaping is xeric in nature. The amount of turf in the park is limited. There are exercise stations shown. We are still exploring the final water feature requested. The construction of the park will occur in 2016.
The Park and Recreation Advisory Board has reviewed the Master Plan and recommend the approval of the Master Plan by the City Council.
FINANCIAL IMPACT
The city has collected $425,000 in Park Development Fees. The City has been awarded an Adams County Open Space Grant in the amount of $180,000 for the construction of the Park. The total budget is $605,000. Additional fund will be requested for the water tap and the electrical service.
STAFF RECOMMENDATION
Staff Recommend approval of the Master Plan for the development of the Neighborhood Park in the Northgate Subdivision as presented by Stanley consults.
OPTIONS FOR COUNCIL CONSIDERATION
1. Approve the master Plan
2. Refer the plan back to staff for additional public input
3. Not approve the Master Plan
