Reference: A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF BRIGHTON, COLORADO, ACTING BY AND THROUGH ITS WATER ACTIVITY ENTERPRISE, ACCEPTING THE PROPOSAL OF CGRS INC., AND AWARDING THE CONTRACT FOR THE CORE CITY PIPE REPLACEMENT PROJECT TO CGRS INC. IN AN AMOUNT NOT TO EXCEED TWO-MILLION, ONE-HUNDRED EIGHTY-THREE THOUSAND, FIFTY-NINE DOLLARS AND THIRTY-FOUR CENTS ($2,183,059.34), AND AUTHORIZING THE MAYOR TO SIGN THE CONTRACT ON BEHALF OF THE CITY AND THE CITY CLERK TO ATTEST THERETO.

PURPOSE
Requesting City Council approval of a formal solicitation for the Core City Pipe Replacement Project RFP # 18-007 to the most responsive and responsible bidder, and approving the resolution giving the Mayor authority to sign the contract. Municipal Code Section 3.08.090 states, “. . . . All bids and proposals in excess of $50,000 shall be awarded through formal written procedures by the city council.”
BACKGROUND/HISTORY
As part of the annual waterline replacement program the Utilities Department is looking to replace approximately 9,895 LF of waterline. This waterline is reaching the end of its effective life and is undersized for fire flow standards and total supply. Replacement of this infrastructure will help reduce the number of main breaks, increase flow to these areas, and improve service quality in the area. The scope of work consists of:
• Trenching for removal of approximately 9,895 LF of existing waterline
• Laying approximately 9,895 LF of new waterline
• Re-tapping of all existing taps
• Patching of the road
Two (2) formal bids were received on January 26, 2018 at 2:00 PM. The proposals were received by the Procurement group and then transferred to the Utilities Engineering group for review and ranking. The Utilities Engineering group and the Procurement group met with the low bidder to further value engineer the project details and ensure the best value is provided to the City.
Firms submitting proposals:
Ø CGRS Inc. at $3,137,784.30
Ø BT Construction at $3,976,435.56
After working out additional details and value engineering some aspects of the project, the teams were able to come to terms with CGRS, Inc. to accomplish the same scope of work at a contract amount of $2,183,059.34.
FINANCIAL IMPACT
Sufficient funding was approved in the 2018 budget for distribution line maintenance projects. The proposal from CGRS is within the budgeted amount.
STAFF RECOMMENDATION
In completing the review and evaluation of this bid, the recommendation is to award to the lowest most responsive and responsible bid of CGRS Inc., in the amount not to exceed two million, one hundred eighty-three thousand, fifty-nine dollars and thirty-four cents ($2,183,059.34).
CGRS is in good standing with the State of Colorado.
