PURPOSE
Requesting City Council approval of an Intergovernmental Agreement (IGA) with Colorado Department of Transportation (CDOT), Adams County, Boulder County, City and County of Broomfield, City of Lafayette, City of Thornton, Town of Erie and the City of Brighton for the Colorado State Highway 7 (SH 7) Preliminary & Environmental Engineering Project extending from Brighton to Boulder and approving the IGA giving the Mayor, or designee, authority to sign said IGA.

BACKGROUND/HISTORY
This project consists of a multi-jurisdictional preliminary and environmental assessment in which CDOT will be project lead and Broomfield as the applicant for federal Transportation Improvement Program (“TIP”) funds through the Denver Regional Council of Governments (“DRCOG”). Project funding consists of a total of $10 million as follows:
• $4 million in DRCOG TIP federal funding (Grant)
• $4 million in federal sub regional funds from Adams County, Boulder County and City & County of Broomfield
• $1 million from CDOT Region 1 and Region 4
• $1 million from local communities
Communities on the SH 7 Corridor have been planning for safety and multimodal capacity improvements for a number of years, as documented in the following plans and studies that provide multimodal design recommendations: 2014 SH 7 Planning & Environmental Linkage Study (US 287 to US 85), 2018 SH 7 Planning & Environmental Linkage Study (75th Street to US 287), 2018 East Arapahoe Transportation Plan (Folsom Street to 75th Street), 2018 SH 7 Bus Rapid Transit Feasibility Study, and 2019 SH 7 Station Area Design Report.
With the commitment from the City of Brighton and the surrounding agency partners, the regional arterial will continue to move in the direction of an enhanced corridor, including multi-modal capacity from rapid bus transit to alternative modes of transportation such as walking and bicycling.
This IGA will serve to memorialize the intended contributions relayed via a signed letter by the City of Brighton leaders in 2018.
FINANCIAL IMPACT
Sufficient funding was approved in the budget for the IGA for SH 7 Preliminary & Environmental Engineering of SH 7 from Brighton to Boulder for the contributions from the City of Brighton. The IGA committed funds of $75,000.00 and is within the budgeted amount for the project over the fiscal period of 2020 and 2021.
STAFF RECOMMENDATION
The Public Works Staff recommends approval of the IGA and to provide funds in the amount of Seventy Five Dollars ($75,000.00) to become responsible partners for the $10 million project.
