PURPOSE
A Resolution authorizing the City of Brighton to submit to Adams County Open Space, an Open Space Passive Grant Application requesting grant funding in the amount not to exceed $246,250.00 for the Ken Mitchell Open Space Entrance Property Acquisition, and to authorize the City Manager to sign the Grant Application.
BACKGROUND
The Parks and Recreation Department Staff will apply for grant funding from Adams County Open Space for the Ken Mitchell Open Space Entrance Property Acquisition. The Open Space Passive Grant funding will be used for the land acquisition of the 14.1-acres that form the entrance to the Ken Mitchell Open Space adjacent to Old Brighton Road. This 14.1-acre property contains two parcels - one parcel is 13.0-acres and the other parcel is 1.1-acres. This grant funded acquisition of the 14.1-acre property also includes a survey, appraisal, baseline assessment, phase 1 assessment, and a mineral rights and gas report. The total cost for this Ken Mitchell Open Space Entrance Property Acquisition is estimated to be $522,500.00.
It is estimated that the Adams County Open Space Passive Grant will pay for $246,250.00 (47.13% of total) of the Acquisition. The NRD (Natural Resource Damages) Funding from the Rocky Mountain Arsenal will cover $226,250.00 (43.30% of total) of the Acquisition. The City’s matching portion is an estimated amount of $50,000.00 (9.57% of total).
This entrance property is located at the southeastern portion of the Ken Mitchell Open Space and contains the Aichelman farm house. (Note: the house is being donated and is not part of this grant application.) The site is located in an area that is designated as a high need for open space preservation in Adams County Open Space documents, and as Open Space in the Brighton Open Space Master Plan.
In order to receive the Adams County Open Space Grant monies, the attached Resolution must be approved by City Council prior to submitting the Grant Application. The Grant Application must be submitted by August 3, 2015. The Resolution authorizes the City to apply for Adams County Open Space Grant funding through the Passive Grant Application, and authorizes the City Manager to sign the Grant Application.

Awarded Adams County Open Space Grant funds in the amount not to exceed $246,250.00 for the Ken Mitchell Open Space Entrance Property Acquisition will be used for the purchase of 14.1-acres. The purchase includes property cost, survey, appraisal, baseline assessment, phase 1 assessment, and a mineral rights and gas report.
STAFF RECOMMENDATION
It is recommended that City Council approve the Resolution authorizing Staff to submit an Adams County Open Space Passive Grant Application requesting grant funding in an amount not to exceed $246,250.00 for the Ken Mitchell Entrance Property Acquisition, and authorizing the City Manager to sign the Grant Application.
