PURPOSE
City Council approval is being requested for a formal proposal for the Northgate Park and Cherry Meadows Park to the firm having the requisite expertise and experience to perform the required Services, and approving the resolution giving the Mayor authority to sign the contract.  Municipal Code Section 3.08.090, ". . . . All bids and proposals in excess of $50,000 shall be awarded through formal written procedures by the City Council."  
 
BACKGROUND/HISTORY
 
Northgate Park:  
The Northgate Park is an undeveloped 3.94 acres that is designated for park use.  The location of the park is at the corner of 45th Avenue and Mt. Sneffels Street.  This park will serve as a Neighborhood Park for the surrounding community, and the site is adjacent and south of a Charter school.
 
Cherry Meadows Park:  
The Cherry Meadows Park is an undeveloped 4.38 acres that is designated for park use.  The location of the park is along the south side of Baseline Road (Weld County Road 2) at the corner of North 17th Avenue and Zeno Street.  The site includes 1.38 acre drainage basin within the west side of the park.  This park will serve as a Neighborhood Park for the surrounding community.
 
Formal proposals were received on April 20, 2015 at 12:00 pm for the Northgate Park and Cherry Meadows Park.  Ten (10) firms submitted proposals for this project.  
 
The ten (10) firms submitting a proposal are:

Norris Design                  Meta Landscape Architecture      
Three Sixty Design             Artifex10 LLC
 
The firms of Norris Design, Meta Landscape Architecture, The Architerra Group, Stanley Consultants Inc. and Mundus Bishop Design, Inc.      were invited to interview with the project team comprised of members from the Parks and Recreation Department and the Finance Department.  
 
In completing the evaluation of the submitted proposals including the information received at the interviews the firm of Stanley Consultants Inc. was selected by the project team as the firm best meeting the evaluation criteria. The criteria used for the evaluation and final recommendation of the interviewed firms included:
Ø      Overall impression of Firm and Experience.
Ø      Understanding of our Projects.  Ability to complete within time frame, budgeting.
Ø      Knowledge of Neighborhood Park Design.
Ø      Demonstrate work in public sector and public process for design.
Ø      Fee Proposal inclusive of reimbursable.
 
FINANCIAL IMPACT
Funding was approved in the 2015 budget in the amount of Eighty Thousand Dollars ($80,000.00) for the development of a master plan and construction documents for Northgate Park and Cherry Meadows Park.  The proposal from Stanley Consultants Inc. is within the budgeted amount.
 
STAFF RECOMMENDATION
The Finance Department, in working with the Parks and Recreation Department and completing the review and evaluation of this proposal the recommendation is to award to the firm having the requisite expertise and experience to perform the required services of Stanley Consultants Inc. in the amount of Seventy Nine Thousand Two Hundred Thirteen Dollars ($79,213.00) for Northgate Park and Cherry Meadows Park.  Stanley Consultants Inc. is in good standing with the State of Colorado.
