PURPOSE

To present an opportunity to apply for a 2022 WaterSMART grant through the Bureau of Reclamation for the construction of reservoir improvements at Ken Mitchell Cell #3. Staff is seeking support from Council to move forward with the grant application.

BACKGROUND/HISTORY

Water security is a high priority for the City of Brighton. Brighton’s rapid expansion and subsequent increases in its water demand have led the City to seek short-term and long-term improvements to its water infrastructure. Through the WaterSMART Grant, a program through the Bureau of Reclamation that offers federal funding for water infrastructure projects, Brighton can accelerate efforts to address the sustainability challenges it faces.

The proposed project would construct a pump station at Ken Mitchell Cell #3, along with riprap embankment protection and spillways to protect against erosion. This pump station will draw raw water in and out of the reservoir. This would allow the City to fill the reservoir from the South Platte River during times of “free river” and allow for augmentation to the river during times of drought and when credits are due.

The grant requires a resolution of support from Council to be incorporated in the grant application. The overall project is expected to cost $6,536,565 with the City providing a 50- percent match of approximately $3,565,535 and $3,000,000 coming from Federal Funds, if awarded. The $3,565,535 match is already accounted for in the City’s 5-year CIP under the allocation for this project.
