PURPOSE
Requesting City Council’s approval for the procurement of 25000450 Brighton Lateral Ditch Crossing at Bridge Street by awarding a contract to Brock Lagarda-Loya Construction, LLC, deemed the most responsive and responsible bidder of the four (4) bids received in response to the published solicitation, and approving the resolution giving the City Manager, or designee, authority to sign the contract.  Per City Code Section 3-8-30(b): “All materials, services, and construction contracts, except as otherwise provided in this Article, with an estimated cost greater than five hundred thousand dollars ($500,000) shall be awarded through the formal solicitation procedure by the City Council.  After due notice inviting bids, purchase orders and contracts shall be awarded to the lowest responsive and responsible bidder.”

 

BACKGROUND

The proposed storm sewer pipe that connects the Preserve Pond to the remainder of the Brighton North Outfall- Baseline Alignment was to be constructed as part of the larger Bridge Street Widening Project. Due to several complications, this portion of the project was removed from the original contract. Staff worked with the original design firm to reevaluate the crossing design, allowing for trenchless and open-cut options to maximize project success. Staff also coordinate with nearby property owners and the Ditch Company for approval of the two crossing options.

 

After solicitation of the two options, an open-cut construction method was ultimately chosen. The project will include the installation of the 24” storm pipe and replacement of the asbestos concrete 12” water line with PVC to prevent rupture during the project and allow for ease of construction. Lastly, the last section of trail adjacent to Bridge Street over the Brighton Lateral Ditch will be installed.

 

The installation of this “missing” portion of storm pipe will also allow for future connection of the North Outfall Phase III project (recently presented to this Council) to the larger outfall system.

 

Impacts to the recently-completed Bridge Street will be minimal and will only consist of small asphalt patching on the far south portion of the roadway. Traffic will be slightly impacted during the construction project to allow for a safe work area and to protect the traveling public. The outer eastbound lane of Bridge Street will be closed for several weeks.

 

City staff has required that the contractor ensure there are no water service interruptions to the nearby Eastgate Village subdivision.

 

Variable message boards, Cone Zone updates and social media posts will alert the public to the construction in the area.

 

The project, including all required restoration work, will be completed prior to March 15, 2026, to allow for normal irrigation ditch operations to resume.

 

FINANCIAL IMPACT

Adequate budget for this work will be carried into 2026 from 2025 budget allocation.

 

STAFF RECOMMENDATION

Accept Bid 2, submitted by Brock Lagarda-Loya Construction LLC as this Bid has been deemed the lowest, most responsive and responsible of those received. The Contractor demonstrates the requisite experience, historic job satisfaction, provided a bid within the City’s budget for the project and below the engineer’s cost estimate.
