PURPOSE

 

To request the approval of a Memorandum of Understanding between the City of Brighton, Bromley East Charter School and Eagle Ridge Academy High School for a joint School Resource Officer.

BACKGROUND

 

The Brighton Police Department provides the presence and services of School Resource Officers (SROs) in District 27J schools.  Brighton Police Officers are assigned to district schools to assist in the prevention and control of crime, delinquency, truancy, and disorder on campus and in areas adjacent to campuses.  Additionally, SROs provide presentations and education to students and parent groups on a variety of topics related to the health and well-being of students.

 

In addition to officers already assigned to 27J schools, Bromley East Charter School and Eagle Ridge Academy High School have jointly requested a shared SRO whose time will be shared between the two schools.  The terms of this Agreement shall be 18 months, commencing January 8th, 2019, and terminating June 30th, 2020. 

 

CRITERIA BY WHICH COUNCIL MUST CONSIDER THE ITEM

 

Ever-changing social issues related to school safety and community outreach with local youth require a proactive approach by the Brighton Police Department.  This memorandum of understanding (MOU) with the two schools will identify a clear vision for the partnership between the two schools and the City of Brighton.

 

FINANCIAL IMPACT

 

Under this MOU, the schools agree to jointly pay 50% of the salary and benefits of the SRO.  Currently, the average cost related to each SRO is $102,125/year.  Under this agreement, the City of Brighton will be responsible for $51,062.50 per year.  Both entities agree to divide SRO overtime costs equally.

 

This amount is a 2019 annual budget request.  

 

 

STAFF RECOMMENDATION

 

To more clearly define the expectations of both the City and Schools, the Brighton Police Department recommends approval of the MOU.

 

OPTIONS FOR COUNCIL CONSIDERATION

 

Approve - This will provide a formal agreement between the City, Bromley East Charter School and Eagle Ridge High School for provision of a School Resource Officer.

 

Decline - Neither school will be provided the services of a School Resource Officer
