INTRODUCTION / PURPOSE

The purpose of this action is to adopt a new policy for the naming of public amenities and parks and recreation facilities.

 

BACKGROUND & ANALYSIS

Article II, Section 2.3 of the City of Brighton Charter gives the City of Brighton power over its real and personal property and authorizes the City to adopt ordinances and resolutions necessary or desirable for the general health, safety, and welfare of its citizens.

 

On July 28, 2023, the City Council directed City staff to prepare a new policy for the naming of public facilities to replace Resolution No. 05-52, and its companion “Amended Policy for Naming Public Amenities and Parks and Recreation facilities within the City of Brighton 2005” (the “2005 Policy”). The 2005 Policy had not been updated since it was adopted and the Citizen Committee that reviewed the naming nominations for amenities other than parks no longer has any members.

 

On December 5, 2023, the City Council will have considered a resolution to rescind the 2005 Policy. City staff prepared the accompanying proposed naming policy (the “Proposed Policy”). The Proposed Policy removes the Citizens Committee, thereby simplifying the process to name a public facility, and clarifies naming criteria. When residents have a recommendation for naming a public building, the petition will be brought to City Council for a decision. When residents have a recommendation for naming a parks or recreation facility, the Parks and Recreation Board will first review and make a recommendation to City Council. City staff recommends approval of the Proposed Policy.

The City Council has three (3) actions it can take after reviewing this application.
