TITLE

Award of Formal Solicitation for Rec Center Tributary and Augmentation Line RFP# 17-061

 

PURPOSE

To request City Council approval of a formal solicitation for the Rec Center Tributary and Augmentation Line project to the most responsive and responsible bidder, and approving the resolution giving the Mayor authority to sign the contract.  Municipal Code Section 3.08.090, “. . . . All bids and proposals in excess of $50,000 shall be awarded through formal written procedures by the city council.” 

BACKGROUND/HISTORY

After receiving notice from residents that an existing augmentation outfall was so eroded as to create a public safety hazard, City Staff initiated this project to install segments of infrastructure while simultaneously fixing the erosion, thereby protecting public health and safety. The project will result in the completion of two main components: a stormwater drop structure and an augmentation pipeline. Both will be built to full City build-out capacity, meaning that these segments of infrastructure will be able to handle the increased water load from City growth through the next 50 years at least. The scope of work consists of:

 

                     An 8-step stormwater drop structure rated for 300 cubic feet per second

                     A 1000-foot long, 24-inch diameter dedicated augmentation line

                     A solution to the existing erosion hazard

 

 

A Mandatory Pre-Bid Conference and Site Visit was held at City Hall and at the project site on December 6, 2017.

 

Seven (7) formal bids were received on January 5, 2018 at 10:00 AM.  The proposals were received by the Procurement group and then transferred to the Utilities Engineering group for review and ranking.

FINANCIAL IMPACT

Sufficient funding was approved in the 2018 Water Activity Enterprise Fund for the Rec Center Tributary and Augmentation Line Project.  The bid from Tezak Heavy Equipment CO., Inc. is within the budgeted amount.

 

STAFF RECOMMENDATION

In completing the review and evaluation of this bid the recommendation is to award to the lowest most responsive and responsible bid of Tezak Heavy Equipment CO., Inc. in the amount of a total not to exceed Four Hundred Thirty-Two Thousand One Hundred Four Dollars and Eighty-Two Cents ($432,104.82).

 

Tezak Heavy Equipment CO., Inc. is in good standing with the State of Colorado, and has recently completed work with outstanding results for the City of Brighton.
