PURPOSE
Requesting City Council approval of a Contract Amendment for Phase II - Design Services for City of Brighton Municipal Service Center, Project #21-006682, and approving the resolution giving the City Manager, or Designee, authority to sign the contract. Pursuant to Municipal Code Section 3-8-90, all bids and proposals in excess of $50,000.00 shall be awarded through formal written procedures by the City Council.
BACKGROUND/HISTORY
In mid-2019, the City Council directed staff to pursue the construction of a new Municipal Service Center facility that would accommodate Streets Maintenance, Fleet Maintenance, Parks Maintenance, Utility Maintenance and Infrastructure Engineering and Administration, all of which currently operate in separate facilities and locations. In addition, a Police substation would be located within the facility. The facility is slated to be constructed on 15.54 acres of City-owned land at the northwest corner of Main Street and Denver Street in the City of Brighton. The funding for the new facility has been incorporated into the City’s capital budget.
The City solicited bids on January 22, 2021 from qualified contracting firms to complete design services for City of Brighton Municipal Service Center, Project #21-006682. A total of three proposals were received on March 3, 2021, at 3:00pm. All bids received were opened and read into the record by Procurement & Contracts. The proposals were forwarded to the selection committee consisting of various City department staff.
D2C Architects was selected and approved by City Council for Phase I design services.
As a part of the development, design, and construction of the facility, several steps are involved to accomplish this Project. The first step involved Needs Study and Assessment/Architectural Program and the second step involved Phase I Conceptual Design. The original amount of the Phase I contract was $451,847.00.
The Project is now ready to move into the Final Design/Construction Phase II. Before you tonight is the contract amendment for Phase II of the design and subsequent construction and acceptance phase of the Project.
Below, is an outline of the schedule and services to be provided for Project #21-006682:
o A design engineer will be retained from conceptual planning through final construction completion (Phase I & II)
o Owner’s representative can be contracted at any time for design review, if needed
Phase II Scope of Services:
• Final set of design documents
• Final set of construction documents
• Final set of specifications
• City Council Presentations
• Public Meetings
• All permits and required documents
• Engineers opinion of probable costs
• Construction oversight and inspection services
• Final acceptance testing
• As-built drawings
• Building Commissioning and Turn-Over
Council will be requested to approve several additional contracts over the coming months and year. Examples of future contracts include but are not limited to Owners Representative Services contract, pre-purchase of equipment, contractors for pipelines, buildings, equipment and other ancillary infrastructure needed to develop and construct the facility.
FINANCIAL IMPACT
Sufficient appropriation exists the 2022 budget for the City of Brighton Municipal Service Center Project Design Services Phase II.
STAFF RECOMMENDATION
Staff recommends the approval of the Phase II - Design Services for City of Brighton Municipal Service Center, Project #21-006682 contract amendment in the amount of $936,385.00 to bring to the total amount of the contract to $1,388,232.00
