PURPOSE
Requesting City Council approval of a formal solicitation for the 19-034 Carmichael Park Vault Project to the most responsive and responsible bidder, and approving the resolution giving the Mayor authority to sign the contract.  Pursuant to Municipal Code Section 3-8-90, all bids and proposals in excess of $50,000.00 shall be awarded through formal written procedures by the City Council. 

 

BACKGROUND/HISTORY

The City solicited bids from qualified contracting firms to remove an existing backflow preventer in the northeast corner of Carmichael Park and install a new magnetic flow meter underground in its place.

Formal bids were received on December 4, 2019 at 10:30 AM.

All bids received were opened and read into the record by Procurement & Contracts at a public bid opening.  The proposals were forwarded to the selection committee consisting of Utility Engineering staff. 

The three (3) firms submitting bids are:

 

Conroy Excavating Inc.

 

Glacier Construction CO Inc.

 

Hallmark Inc. 

 

 

FINANCIAL IMPACT

Sufficient funding was approved in the 2020 budget for the Carmichael Park Vault.  The overall budget for this project is $110,000.

 

 

STAFF RECOMMENDATION

The Utility Engineering Department reviewed and evaluated the proposals, the recommendation is to enter into the contract that was determined to be in the best interest of the City.  The professional service agreement will be with Hallmark Inc., in the amount of One Hundred Seven Thousand Six Hundred and Five Dollars ($107,605.00).
