PURPOSE
A Resolution authorizing the City of Brighton to submit to Adams County Open Space an Active Grant Application requesting grant funding in the amount not to exceed $550,000.00 for the “Downtown Plaza Park - Phase 1”; and to authorize the City Manager to sign the grant application.
BACKGROUND
The City of Brighton, during the past year, has been working with Brighton Urban Renewal Authority to create a park in Downtown Brighton. The site for the park is located at the southwest corner of Bridge Street and Main Street. This is a highly visible corner in Brighton. The property, which presently contains a large building, was purchased and is now sitting vacant. The goal for the site is to demolish the old vacant building and to create a new “plaza style” park in Downtown. In 2017, the City hired Norris Design to develop a Downtown Plaza Master Plan with conceptual drawings for the site.
The Master Plan was completed in October 2017. After demolition of the site the preferred design of the Downtown Plaza Park was estimated to be over $2,300,000.00. For this reason, the project will be phased, with the greatest amount of cost in the first phase. The first phase is estimated to be $1,150,000.00; and includes mobilization and minor site preparation, landscape and soil preparation, drainage and irrigation, paving/edging/ground treatment, site furnishings, utilities and Wi-Fi to site, monumentation, masonry, signage, fencing, gate, walls, and construction drawings.
The total cost for the “Downtown Plaza Park - Phase 1” is estimated at $1,150,000.00. This Adams County Grant Application project is the combination of both this grant request and City’s matching funds. This Adams County Open Space Active Grant Application funding request of $550,000.00 (47.8% of total) will match to the City’s cash match of $600,000.00 (52.2% of total). The City has budgeted the cash match in the 2018 Recreation Capital Fund.
In order to receive the Adams County Open Space Active Grant monies, the attached Resolution must be approved by City Council so that the City can submit this Grant Application. The Resolution authorizes the City to apply for Adams County Open Space Grant funding through the Active Grant Application, and authorizes the City Manager to sign the Grant Application. The City Attorney has reviewed the Resolution.

FINANCIAL IMPACT
Awarded Adams County Open Space Active Grant Application funds of $550,000.00 will be used for the “Downtown Plaza Park - Phase 1”. The City has budgeted a match of $600,000.00 in the 2018 Recreation Capital Budget. The total project is $1,150,000.00.
STAFF RECOMMENDATION
It is recommended that the City Council approve the Resolution authorizing Staff to submit an Adams County Open Space Active Grant Application requesting grant funding in an amount not to exceed $550,000.00 for the “Downtown Plaza Park - Phase 1”; and authorizing the City Manager to sign the Grant Application.
