PURPOSE
To consider a resolution approving an intergovernmental agreement with Urban Drainage and Flood Control District regarding funding of outfall systems planning for the City.
BACKGROUND
The Utilities Department has been proceeding with master planning efforts for stormwater systems in the City. Unlike other Utilities services, stormwater is not limited to the boundaries of the City. The City receives stormwater flow from upstream lands outside of City Limits and contributes flows to downstream lands outside of City Limits. It is more dependent on topography than political boundaries.
As such, Urban Drainage offers services and funding to assist with larger, more regional planning efforts. City staff has coordinated with Urban Drainage to obtain additional funding from Urban Drainage in the amount of $45,000 to supplement City’s budget for stormwater master planning efforts.
To be eligible to receive these funds, the City must follow certain guidelines and best management procedures that are outlined to promote safe and efficient drainage both locally and at a regional level. By following these guidelines, the City may also be eligible to receive additional assistance with construction and maintenance of new regional facilities servicing the City.
CRITERIA BY WHICH COUNCIL MUST CONSIDER THE ITEM
FINANCIAL IMPACT
There is no financial obligation beyond what has already been approved by Council through the approval of the Stormwater Master Planning project. It does not change the scope of the existing Stormwater Master Plan project. The approval of this IGA accepts $45,000 from Urban Drainage for the purposes of supplementing funding for the Stormwater Master Plan.
STAFF RECOMMENDATION
Staff recommends the approval of the Intergovernmental Agreement Regarding Funding of Outfall Systems Planning for City of Brighton, Agreement No. 16-01.19 and authorizing the Mayor to execute said agreement.
