PURPOSE
To secure a resolution of support for the City’s 2022 RAISE grant application through the Department of Transportation for the widening of Bridge Street and associated pedestrian, multimodal, and xeriscaping measures.

BACKGROUND/HISTORY
The Department of Transportation’s Rebuilding American Infrastructure with Sustainability and Equity (RAISE) Grant provides federal funding for infrastructure projects; its intention is to “help communities around the country carry out projects with significant local or regional impact.” The City of Brighton’s Public Works Department intends to pursue this funding, which will provide the opportunity to address the challenges the City of Brighton faces in regards to its infrastructure. The purpose of this project is to alleviate traffic congestion on Bridge Street by widening Bridge Street from 22nd to 42nd. Widening Bridge Street, which will direct traffic more efficiently while also adding much needed sidewalks and other infrastructure enhancements to improve the corridor’s safety. A resolution of support will demonstrate City Council’s support for the project and is a requirement of the grant.
The overall project is expected to cost $16,000,000 approximately with the City providing a 25 percent match of $4,000,000 and the RAISE Grant covering $12,000,000. This match can be achieved through a combination of in-kind staff time, and appropriation of fund balance in the Capital fund. By securing this grant, not only will the City be able to complete the original project scope, but will also be able to do additional multi-modal, safety, and Xeriscaping enhancements that would not be achievable under current funding mechanisms.
