Reference:                      Approving the Procurement of 24-008466 Sports Complex Design Services

To:                                                               Mayor Gregory Mills and Members of City Council

Through:                                          Michael P. Martinez, City Manager

Prepared By:                     Kelsey Archuleta, Procurement & Contracts Manager, and Ryan Smith, Parks Planning, Development and Grant Manager

Date Prepared:                     March 18, 2024

PURPOSE

Requesting City Council’s approval for the procurement of 24-008446 Sports Complex Design Services by awarding a contract to DHM Design Corporation, deemed the most responsive and responsible bidder of the thirteen (13) bids received in response to the published solicitation, and approving the resolution giving the City Manager, or designee, authority to sign the contract.  Per City Code Section 3-8-30(b): “All materials, services, and construction contracts, except as otherwise provided in this Article, with an estimated cost greater than one hundred thousand dollars ($100,000.00), shall be awarded through the formal solicitation procedure or the formal RFP process by the City Council.  After due notice inviting bids, purchase orders and contracts shall be awarded to the lowest, responsive and responsible bidder.”

BACKGROUND

With the City Council’s direction to become a recreation destination, the Parks and Recreation Department solicited bids to design the property located at the intersection of Southern Street and Tower Road into a sports complex. This is the first step in building another sports complex in the City of Brighton. This project will consist of full design, construction documents and construction oversight of the site as well as all the other necessary site improvements to the surrounding area that are adjacent to the 34-acre parcel.

FINANCIAL IMPACT

Sufficient appropriation exists for the project.

STAFF RECOMMENDATION

Staff recommends that, at a future regular meeting, the City Council approve the request to issue and to award DHM Design Corporation as the most responsive and responsible proposer.
