PURPOSE

 

Requesting City Council’s approval of the procurement for 22-007386 Replacement of Anthracite Media by awarding a contract to Velocity Plant Services, LLC. The City has an agreement for on-call services with Velocity Plant Services, LLC that was awarded through the formal bidding process with agreed upon pricing. Velocity submitted a quote for this specific project under the Master Price Agreement. The Utilities Department is seeking approval of a Resolution giving the City Manager, or Designee, authority to sign the contract.  Per City Code Section 3-8-90 “ All materials, supplies, equipment, service and construction contracts, except as otherwise provided in this Article, with an estimated cost of greater than fifty thousand dollars ($50,000.00), shall be awarded through the formal bid process or the formal RFP process by the City Council. After due notice inviting bids, purchase orders and contracts shall be awarded to the lowest responsive and responsible bidder.”

BACKGROUND

 

The Greensand Plant is comprised of three different material types of varying depth to filter surface water. We are looking to change the different depths of the plant to increase the plant treatment capacity from 4.5 MGD to 5.5 MGD. A request for approval from CDPHE was submitted last month and we do not anticipate any issues. We have received verbal confirmation from CDPHE that there don’t appear to be any conflicts with approval. This is being brought to City Council to complete this work before the irrigation season begins. We have the available water to meet the 5.5 MGD treatment capacity if needed. Velocity has been awarded a Master Price Agreement with the City for competitive pricing, and Velocity estimated a cost of $347,728.62 for the work.

 

FINANCIAL IMPACT

 

Sufficient appropriation exists for the project.

 

STAFF RECOMMENDATION

 

Staff recommends that the City Council approve the request to issue a contract to Velocity Plant Services, LLC. for this work.
