TITLE

Award of Formal Solicitation for Erger’s Pond Augmentation Station RFP# 18-012R 

 

PURPOSE

To request City Council approval of a formal solicitation for the Erger’s Pond Augmentation Station project to the most responsive and responsible bidder, and approving the resolution giving the Mayor authority to sign the contract.  Municipal Code Section 3.08.090, “. . . . All bids and proposals in excess of $50,000 shall be awarded through formal written procedures by the city council.” 

BACKGROUND/HISTORY

Erger’s Pond is a critical reservoir within the Ken Mitchell Lakes water storage complex. Erger’s has approximately 1,800 acre-feet of water storage. In order to utilize Erger’s as water storage in the City of Brighton’s augmentation plan, two pump stations need to be constructed. With a new diversion structure, water can be pumped or conveyed by gravity into Erger’s Pond to be stored until augmentation back to the river is required. The scope of work consists of:

 

                     Construction of a river side pump station (diversion structure) with controls, pump house, intake structure, valves, piping, pumps, wet well, outlet structure into storage, and any appurtenances needed for pump station functionality

                     Construction of a pond side pump station (augmentation station) with controls, pump house, intake structure, valves, piping, pumps, wet well, outlet structure into the river, and any appurtenances needed for pump station functionality

 

A recommended Pre-Bid Conference and Site Visit was held at City Hall and at the project site on February 2, 2018.

 

Three (3) formal bids were received on February 21, 2018 at 10:00 AM.  The bids were received by the Procurement group and then transferred to the Utilities Engineering group for review and ranking.

 

Contractors submitting bids:

 

Ø                     Velocity Construction, Inc.

Ø                     Moltz Construction, Inc.

Ø                     Aslan Construction, Inc.

 

FINANCIAL IMPACT

Spending authority for this project is derived from 2017 unspent capital project appropriations for this project, as adopted by Council in 2016. This prior appropriation has been returned to Fund Balance. There is adequate funding in Fund Balance to accommodate this spending.

 

STAFF RECOMMENDATION

In completing the review and evaluation of this bid the recommendation is to award to the lowest most responsive and responsible bid of Aslan Construction, Inc. in the amount not-to-exceed Five Million, Seven Hundred Eighty-Six Thousand, Two Hundred Ninety-Two Dollars ($5,786,292.00). 

 

Aslan Construction, Inc. is in good standing with the State of Colorado. Aslan Construction, Inc. successfully completed the reconstruction of the Cell 1 Diversion Structure for the City in 2016.
