PURPOSE
Requesting City Council’s approval for the procurement of 25-009129 North Storage Tank Roof Replacement by awarding a contract to Glacier Construction Co, Inc, deemed the most responsive and responsible bidder of the one (1) bid received in response to the published solicitation, and approving the resolution giving the City Manager, or designee, authority to sign the contract.  Per City Code Section 3-8-30(b): “All materials, services, and construction contracts, except as otherwise provided in this Article, with an estimated cost greater than five hundred thousand dollars ($500,000) shall be awarded through the formal solicitation procedure by the City Council.  After due notice inviting bids, purchase orders and contracts shall be awarded to the lowest responsive and responsible bidder.”

 

BACKGROUND

City of Brighton staff are required to inspect water storage tanks for compliance with federal and state drinking water standards on a regular basis. Staff also contracts with vendors to perform more thorough tank inspections/investigations when needed.

 

A detailed inspection was performed by Pittsburgh Tank and Tower Group in October 2022. Staff again inspected the tank, along with an engineering consultant, in 2023 to further gauge maintenance needs.

 

Staff began design of the needed maintenance items in 2024 with the assistance of Burns and McDonnell. The following maintenance items were identified during inspection and designed by the City’s consultant:

  • Tank floor plate replacement due to corrosion
  • Tank ladder replacement due to corrosion
  • Tank floor coating to prevent future corrosion
  • Tank roof replacement to repair structural damage due to corrosion
  • Tank roof coating to prevent future corrosion
  • Tank mixing system to decrease water age and stagnation
  • Tank vent and vent fan system to vent off chlorine gas, which is the main cause of corrosion in the tank
  • Crane installation for ease of entry and lowering of equipment

By performing the above maintenance items, the life expectancy of the tank will be greatly increased and continue to serve the customers of Brighton.

 

FINANCIAL IMPACT

Sufficient appropriation exists in the Utilities Capital Improvement budget allocated to this project. The financial impact of these construction services has always been anticipated and accounted for accordingly in the overall Water Fund budget.

 

STAFF RECOMMENDATION

Approve a resolution accepting Bid 1, submitted by Glacier Construction Co, Inc as this Bid has been deemed the lowest most responsive and responsible of those received.
