PURPOSE

To formalize City Council’s December 1, 2020 direction on the use of remaining CARES funding in a resolution to be compliant with Treasury Department guidance regarding how to show use of funds as necessary for COVID-19 response.

BACKGROUND

 

The City Council approved an Intergovernmental Agreement (IGA) with Adams County on May 5, 2020 accepting $3,191,233 in CARES funding. On November 10, 2020, City Council approved an amendment to this IGA for an additional $1,000,000 to be used for business rent and mortgage assistance, household rent and mortgage assistance, and COVID-19 testing on or before December 20, 2020.

On December 1, 2020, based on performance of these programs over the previous three-week period, City Council voted to support the COVID-19 testing site through the announced December 19, 2020 date even if it exceeded previously allocated amounts, to allocate an additional $100,000 in funding to Business Rent and Mortgage Assistance, to direct any savings from other COVID-19 response measures to the Business Rent and Mortgage Assistance program so long as CARES funding remained available and there was continued demand, and providing the City Manager authority to adjust use of funding between Covid-19 response programs to ensure full use of CARES funding by the December 20, 2020 deadline. As per Treasury Department guidance regarding proper use and documentation of CARES funding, staff has prepared the attached resolution for Council to formalize their December 1, 2020 direction in a manner that is compliant with grant requirements.
