1. CALL TO ORDER
Mayor Mills called the meeting to order at 6:00 p.m.
A. Pledge of Allegiance to the American Flag
Councilmember Pawlowski led the recitation of the Pledge of Allegiance to the American Flag.
B. Roll Call

2. APPROVAL OF REGULAR AGENDA
Motion by Councilmember Pawlowski, seconded by Mayor Pro Tem Blackhurst, to approve the Regular Agenda as presented. Motion passed by the following vote:

3. ORDINANCES FOR INITIAL CONSIDERATION
A. AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF BRIGHTON, COLORADO, AMENDING CERTAIN SECTIONS OF ARTICLE 3-40 OF THE BRIGHTON MUNICIPAL CODE REGARDING THE LODGING TAX ADVISORY COMMITTEE
Mayor Mills read the title of the Ordinance into the record.
City Attorney Alicia Calderón explained that four of the members of the Lodging Tax Advisory Committee represent the two organizations that receive the funds. In order to avoid the appearance of a conflict of interest, other options were considered. This Ordinance removes the Lodging Tax Advisory Committee and creates a direct funding process for the lodging tax funds. The funds would be allocated 50% to the Brighton Economic Development Corporation and 50% to the City of Brighton Communications and Engagement Department. Those two departments would be authorized to create grant programs to fund the community organizations that have historically received the funds.
Natalie Cummings, Brighton Chamber of Commerce CEO President stated that the Chamber trusts the partnerships in the City and looks forward to a bright future. Ms. Cummings looks forward to working with the City on future projects.
Wilma Rose, BCAC President and Vice Chair of the Lodging Tax Advisory Committee expressed concern regarding the communication with the Committee regarding this Ordinance. Ms. Rose asked for clarification regarding the grant application process and the funding that will be available for community groups that rely on these funds.
Motion by Councilmember Green, seconded by Councilmember Taddeo, to approve the Ordinance. Motion passed by the following vote:

4. RESOLUTIONS
A. A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF BRIGHTON, COLORADO, SETTING COMPENSATION FOR THE CITY ATTORNEY AND AUTHORIZING THE MAYOR TO EXECUTE AN AMENDMENT SETTING FORTH OTHER DETAILS RELATED THERETO
Mayor Mills read the title of the Resolution into the record.
Motion by Mayor Pro Tem Blackhurst, seconded by Mayor Mills, to approve Resolution 2023-83. Motion passed by the following vote:

5. EXECUTIVE SESSION
A. Motion by Mayor Pro Tem Blackhurst, seconded by Councilmember Padilla, to go into Executive Session at 6:34 p.m. for discussion of a personnel matter relating to the City Manager
Evaluation pursuant to C.R.S. Section 24-6-402(4)(f) and City Charter Section 5.4(C)(3). Motion passed by the following vote:
