PURPOSE
Requesting City Council approval of a formal solicitation for the Erger’s Reservoir Spillways and Slope Protection Project to the most responsive and responsible bidder, and approving the resolution giving the Mayor authority to sign the contract. Municipal Code Section 3.08.090, “. . . . All bids and proposals in excess of $50,000 shall be awarded through formal written procedures by the city council.”

This project addresses needs in the City Council’s strategic focus area of Supportive and Sustainable Infrastructure.
BACKGROUND/HISTORY
The Erger’s Reservoir is currently suffering from both erosion of its slopes and susceptibility to damage from periodic flooding. In order to combat this and protect the City’s assets the Utilities Department has had a design prepared to armor the upper two-thirds (2/3) of the slopes to protect them from erosion and install two spillways that will allow flood waters to pass through controlled locations that are built to handle those flows. Work shall include:
• Installation of approximately 15,200 CY of rip rap on the slopes of Erger’s Reservoir
• Installation of two (2) spillways
• Installation of a grouted access ramp
• Delivery of approximately 930 CY of rip rap to be used by the Urban Drainage and Flood Control District to protect the jetties in the South Platte River
Seven (7) formal bids were received on May 14, 2018 at 2:00 PM. The proposals were received by the Procurement group and then transferred to the Utilities Engineering group for review.

FINANCIAL IMPACT
Sufficient funding was approved in the 2018 budget for water resource projects. The proposal from Edge Contracting is within the budgeted amount.
STAFF RECOMMENDATION
In completing the review and evaluation of this bid the recommendation is to award to the lowest most responsive and responsible bid of Edge Contracting in the amount of a total not to exceed three million, two-hundred eight thousand, one-hundred dollars ($3,208,110.00).
Edge Contracting is in good standing with the State of Colorado.
