PURPOSE
To present an application and staff recommendations for impact fee and other reductions for the Brighton Housing Authority’s Ravenfield senior affordable apartment development.
BACKGROUND
On July 30, 2025, and pursuant to the requirements of Sections 3-5-50 through 3-5-70 of the Brighton Municipal Code, the Brighton Housing Authority (BHA) submitted to the City of Brighton an application for impact fee reductions applicable to the Ravenfield Apartments.
BHA has represented that:
1. 26 dwelling units will be restricted to household incomes of no more than 60% of the area median income (AMI);
2. 20 dwelling units will be restricted to household incomes of no more than 50% AMI;
3. All units will be restricted to residents of at least 62 years of age;
4. A land use restriction agreement will be entered into with the Colorado Housing and Finance Authority to preserve the units’ affordability status for at least 30 years;
5. The project is within a ten-minute walk of Sister City Park; and
6. BHA is exempt from paying use tax.
Designated City staff reviewed the application in conjunction with the City’s Affordable Housing Fee & Dedication Reduction Table and considered the reduction or subsidy of certain development impact fees, use tax, and land dedication for the 46 dwelling units within the project.
STAFF ANALYSIS & RECOMMENDATION
City staff have verified to the extent possible the representations made by BHA in their application for fee reductions. Using the BHA-provided project valuation and 2026 fee amounts, the amount of reductions total $871,184, with $200,644 required from the general fund to be paid into the enterprise fund.
City staff recommend that impact fees and dedications for the Ravenfield Apartments be charged as follows, with each fee, tax, or amount of dedication represented as a percentage of the standard amount due in effect at the time of payment:

• Storm Drainage Impact Fee 50% @ 50% AMI / 40% @ 60% AMI
• Parks & Open Space Land Dedication 100%
In addition, City staff recommend BHA pay the following fees in the full amount in effect at the time payment is due:
• Building Permit Fee
• Plan Check Fee
• Electrical Inspection Fee
• Sewer Tap Inspection Fee
• Water Tap Inspection Fee
• Water Meter Fee
• Residential Design Standards Processing Fee
• Metro Water Recovery Impact Fee
• Fee in Lieu of Water Dedication
OPTIONS FOR CITY COUNCIL CONSIDERATION
The City Council may:
1. Approve the resolution granting the reductions;
2. Deny the resolution granting the reductions;
3. Approve the resolution granting the reductions with changes; or
4. Continue the item to be heard at a later, specified date if it is determined that additional information and/or time is needed to consider the resolution.
