PURPOSE:

Requesting City Council’s approval for the amendment of 23-008162 Brighton Recreation Center Gym Expansion by amending the contract to Harley Ellis Devereaux Corporation formerly known as Larson Incitti Architects, P.C., and approving the resolution giving the City Manager, or designee, authority to sign the contract amendment.  Per City Code Section 3-8-170, “All change orders or amendments shall be processed through the office of the Procurement Manager. Department directors shall have authority to approve individual amendments or change orders up to the department director’s aggregate signing authority for the total contract price. The City Manager shall be authorized to execute amendments or changes orders, in the aggregate, up to 10% of the original contract amount. All other amendments or changes orders shall be approved by the City Council, as appropriate, based on the signing authority established in this Article.

 

BACKGROUND

The project has required several additional design and construction-related services that were not included in the original scope of work. These additions primarily address unforeseen conditions, code compliance requirements, and operational needs identified during the design and construction process. Key items include structural modifications to repurpose existing space (Rogue studio infill for a new cycling studio), the addition of office space to accommodate staff relocation, and necessary upgrades to the building’s fire system to meet current code requirements.

Additional services also include post-design and construction oversight to ensure quality and project continuity, utility modifications to resolve conflicts between existing infrastructure and new construction, and a third-party engineering evaluation to meet city impervious area standards. Enhancements such as fire suppression updates, outdoor patio modifications, and permitting for shade structures and access improvements further support safety, functionality, and long-term facility use.

 

 

STAFF RECOMMENDATION

Staff recommends that the City Council approve the request to add design services to Harley Ellis Devereaux Corporation.
