PURPOSE
To consider a resolution approving 85% GMP (Guaranteed Maximum Pricing) for the Municipal Service Center.
BACKGROUND
In mid-2019, the City Council directed staff to pursue the construction of a new Municipal Service Center facility. The facility is slated to be constructed on 15.54 acres of City owned land at the northwest corner of Main Street and Denver Street in the City of Brighton. This facility will be 67,668 square feet and will provide a centralized location for 5 City maintenance divisions (Public Works, Fleet, Street, Parks Maintenance and Utilities Shop) as well as serve as a Police Substation. This centralized location will provide for more efficient operation and an enhanced customer experience. The funding for the new facility has been incorporated into the City’s Capital Budget.
On February 1, 2022, the City Council awarded FCI Construction, Inc. (“FCI”) a Construction Manager at Risk (CMAR) contract for Phase I, preconstruction services, in the amount of $34,500.
On February 14, 2023, City Council received an update on the progress of the Municipal Service Center project. At that time, the City was evaluating FCI’s 85% Guaranteed Maximum Price proposal of $26,151,414.00 for Phase 2 (construction) and meeting internally to determine the City’s self-performing costs outside the CMAR Agreement.
The proposed resolution is for approval of an amendment to the existing FCI CMAR Agreement awarding FCI Phase 2 Construction Services for $26,151,414.00, which include maintaining and overseeing construction, procuring equipment, materials, and subcontractors, and ensuring the project is built to the architectural plans and specifications. The estimated time to complete the project is between 14 and 17 months.
Council will be expected to approve several additional contracts during 2023 and 2024 for the work the City is self-performing.
FINANCIAL IMPACT
Sufficient appropriation exists in the budget for the construction of the Brighton Municipal Service Center Project.
STAFF RECOMMENDATION
Staff recommends approval of the proposed Resolution.
