To: Mayor Kenneth J. Kreutzer and Members of City Council
Through: Philip A. Rodriguez, City Manager
Prepared By: Curtis Bauers, Utilities Director
CC: Jean Starr, Finance Director
Date Prepared: January 9, 2018
PURPOSE
To request City Council approval of an amendment to the existing Intergovernmental Agreement (IGA) with Urban Drainage and Flood Control District (UDFCD) for the construction of drainage and flood control improvements for the North Outfall - Denver Street Alignment. This outfall is designed to relieve the existing Longs Peak Outfall and reduce the frequent inundation of property and structures in the Core City. This amendment is needed to incorporate UDFCD’s 2018 contribution of five hundred and twenty-five thousand dollars ($525,000) and the City’s 2018 contribution of two million dollars ($2,000,000) to the project account.
BACKGROUND
The IGA, No. 06-01.25, was entered into by the City and UDFCD in 2006. Since then, the City has contributed one million seven hundred and thirty-one thousand dollars ($1,731,000) to this project. UDFCD has contributed one million one hundred and five thousand dollars ($1,105,000). The funds are placed in a Trust Account managed by Urban Drainage with the condition that any money that remains in the account at the close of the project will be returned or rolled-over to the next construction phase. The next phase of the project consists of the installation of a 72” storm sewer line under the railroad spur line servicing Amalgamated Sugar Company located at 701 N. Main. It further includes installing the storm sewer line under five Union Pacific main lines and the Fulton Lateral Ditch.
Further funding to complete the above portions of the overall project may be needed. The funding may be required for utility relocations and, depending on the approval or denial of the Union Pacific crossing applications, for an increase in the linear feet of trenchless installation of pipe.
FINANCIAL IMPACT
The two million dollar ($2,000,000) contribution by the City to the Trust Fund has been contemplated in the CIP for several years and was approved in the 2018 budget.
STAFF RECOMMENDATION
Staff recommends approval of the IGA Amendment No. 06-01.25G to continue to relieve the existing, under capacity, storm sewer line.
