PURPOSE
Requesting City Council approval of a Change Order for the 2020 Core City Pipe Replacement Construction Project, and approving the resolution giving the City Manager authority to sign the Change Order. Pursuant to Municipal Code Section 3-8-175, all Change Orders in excess of $50,000.00 shall be approved by the City Council.
BACKGROUND
The city is implementing a water main replacement program to replace all of the 4 inch and 6 inch mains in the core city part of town with 8-inch and 12-inch PVC pipe. The transformation will improve water quality and water pressure, and accommodate greater water flow in the event of an emergency.
The dynamics of these pipe replacement projects are complicated. Drawings are not always correct for the utilities in the right of way. The asphalt is not of consistent depth (stability) and the subsoil is sandy which is subject to "cave ins". The contract is for the installation and testing of the waterline in such a manner that will ensure the delivery of clean and safe drinking water for the citizens, not only in this area but within the entire potable water system.
This change order is for the completed "as constructed" quantities and fees. Changes from the original contract quantities included additional pavement, additional concrete, replacement of fire hydrants, installation of new valves, additional fittings and the repair of broken infrastructure, all to accommodate conditions that weren't apparent during the design phase of the project. The net total of these changes is $111,549.59.

STAFF RECOMMENDATION
The Utility Engineering Department has worked closely with the contractor (Duran Excavating) to determine the quantity overrun(s). The recommendation is to approve the change order of One Hundred Eleven Thousand Five Hundred Forty-Nine Dollars and Fifty-Nine Cents ($111,549.59) to finalize the concrete, paving, fire hydrants, and water line portions of the project payment as they have been completed in order to ensure residents’ water security and traffic safety in Core City.
