Requesting City Council’s approval for the procurement of 24-008592 for 2024 Transportation Preservation and Improvements Project by awarding a contract to A-1 Chipseal Company, deemed the responsive and responsible bidder of the one (1) bid received in response to the published solicitation, and approving the resolution giving the City Manager, or designee, authority to sign the contract. Per City Code Section 3-8-30(b): “All materials, services, and construction contracts, except as otherwise provided in this Article, with an estimated cost greater than five hundred thousand dollars ($500,000.00), shall be awarded through the formal solicitation procedure by the City Council. After due notice inviting bids, purchase orders and contracts shall be awarded to the lowest, responsive, and responsible bidder.”

BACKGROUND/HISTORY

The City of Brighton Public Works Department conducts annual street repairs and maintenance projects. The primary work will consist of areas for seal coats ranging from slurry seal to hot chip and including chip seal, subgrade preparations, pavement markings, milling, patching, striping, and all other work associated with completing the project. Additionally, the project consists of enhancing pedestrian and multi-modal infrastructure, improving curb ramps, adding bike lane striping and signage, and traffic calming features.

The project is a critical operation to maintain the existing transportation assets and create new features that promote safe travel for motorists and pedestrians. Improving the existing pavements and roadway features extends the lifespan of the infrastructure and reduces the need for full replacement. Preservation techniques and standard maintenance operations provide additional protection to maintain roadway functionality. Certain maintenance activities are also required by federal and state regulations.

The 2024 Transportation Preservation and Improvements project was developed internally by staff, identifying critical needs, safety zones, and needed upgrades to the existing infrastructure. The project plans originated from the team's asset management systems, public input, inspection, and transportation plans.

FINANCIAL IMPACT
