PURPOSE
The purpose of this staff report is to present for City Council consideration an Intergovernmental Agreement (IGA) between the City of Brighton and the E-470 Public Highway Authority. This IGA defines the ownership and maintenance responsibilities for new infrastructure associated with the construction of new service ramps connecting E-470 Toll Road to Sable Boulevard. The agreement ensures long-term clarity and cooperation between both jurisdictions in maintaining infrastructure that supports regional mobility and economic development.
BACKGROUND / HISTORY
The City of Brighton, in partnership with Adams County and the E-470 Public Highway Authority, is undertaking the construction of new service ramps that will provide direct access between Sable Boulevard and the E-470 Toll Road. These ramps are critical in improving regional connectivity, reducing travel times, and supporting growth in the City of Brighton and the surrounding areas.
As part of this multi-jurisdictional effort, new infrastructure—including roads, signage, lighting, drainage systems, and landscaping—is being constructed. Because portions of this infrastructure will fall within multiple jurisdictions, an IGA is necessary to clearly outline which entity is responsible for the long-term ownership and maintenance of each element once construction is completed.
FINANCIAL IMPACT
The new infrastructure will contribute to the ongoing expansion of the City’s public assets. As a result, the City of Brighton’s Public Works Department will assume maintenance responsibilities for specified infrastructure within the City’s jurisdiction, including routine maintenance, repairs, and eventual replacement. While this represents an incremental increase in operational responsibilities and associated costs, these impacts are expected and have been considered in the City's long-term capital planning.
STAFF RECOMMENDATION
Staff recommends that City Council approve the Intergovernmental Agreement between the City of Brighton and the E-470 Public Highway Authority. This agreement is essential to ensure clear and efficient ownership and maintenance responsibilities, and it supports a successful partnership that will benefit residents and travelers by enhancing connectivity and regional infrastructure.
