PURPOSE
Requesting City Council approval of a formal Request for Proposals (RFP) for the Playground Improvements to the most responsive and responsible proposal, and approving the resolution giving the City Manager authority to sign the contract. Pursuant to Municipal Code Section 3-8-90, all bids and proposals in excess of $50,000.00 shall be awarded through formal bid procedures by the City Council.

BACKGROUND
The project work, collectively situated at Colorado Park, Sister Cities Park and Footprint Park consists of the surfacing with poured-in-place material in the playground area and installation of new equipment within the designated playground area of Colorado Park and removal of surfacing material (rubber crumble and engineered wood fiber) and installation of poured-in-place surfacing at Sister Cities Park playground and Footprint Park playground, and all other work associated to complete the project, where any items not specifically identified are considered inherent to the work. The Colorado Park Playground was to have a theme fitting to its name.
Five (5) formal sealed proposals were received on October 17, 2019 at 10:00 AM. The proposals were opened and recorded by the Procurement Specialist.
The five (5) firms submitting RFPs are:

Churchich Recreation, LLC
AtoZ Recreation
Rocky Mountain Recreation, Inc.
Play Power LT Farmington, Inc. c/o Recreation Plus
Staff scored the 5 proposals based on the criteria included in the RFP. STAR Playgrounds scored the highest at 93.5%.
FINANCIAL IMPACT
Sufficient funding was approved in the budget for the Park Improvements. The RFP from STAR Playgrounds of $324,444.25 is within the budgeted amount for the project. A portion of the funding is from an Adams County Open Space Grant in the amount of $240,400.00 of the total park project amount of $420,425.00. The 2019 Approved City Budget - Recreation Capital lists $92,750.00 for funding the Sister Cities Park playground surfacing, and $74,000.00 for funding the Footprint Park playground surfacing.
STAFF RECOMMENDATION
The Finance Department, in working with the Parks & Recreation Department and completing the review and evaluation of this RFP, recommends the award to the most responsive and responsible RFP to perform the required services of STAR Playgrounds, in the amount of Three Hundred Twenty Four Thousand Four Hundred Forty Four Dollars Twenty Five Cents ($324,444.25).
STAR Playgrounds is in good standing with the State of Colorado.
