PURPOSE
Requesting City Council approval of a formal bid for the North Elementary - Malcom Park Play Yard to the lowest most responsive and responsible bidder, and approving the resolution giving the Mayor authority to sign the contract. Municipal Code Section 3.08.090, ". . . . All bids and proposals in excess of $50,000 shall be awarded through formal written procedures by the city council."
BACKGROUND/HISTORY
This project is for the North Elementary-Malcom Park Play Yard it is a partnership construction project with the City of Brighton and the Brighton 27J School District. This construction and installation project will occur on Malcom Park (City owned) and North Elementary School (27J School District owned) land. This is a highly visible project that is adjacent to Bridge Street (Colorado Highway 7) between North 5th Avenue and North 6th Avenue in the center of Brighton. The children that attend North Elementary and the local residents surrounding the park have been involved with the design of this project.
A formal bid was prepared for solicitation and was received on November 24, 2014 at 11:00 AM; nine (9) firms attended the mandatory pre-bid conference with three (3) firms submitting a bid for this project. The bids received were opened and read into record by the Procurement & Contracts Manager at a public bid opening.
The firm of BVB General Contractors qualifies for the local bidder preference consideration; however, after calculating the 5% preference the bid does not qualify as the lowest bid.
FINANCIAL IMPACT
Funding was approved in the 2014 in the budget in conjunction with the 27J School District. Grants were received from GOCO and Adams County Open Space.
STAFF RECOMMENDATION
In completing the review and evaluation of this bid the recommendation is to award to the lowest most responsive and responsible bid of Designscapes Colorado Inc The award will include the base bid of $278,428.00, and three of the add alternates including; the mowstrip at $1,922.00; the shade structure at $13,700; and the Type 1 markers at $340.00 for a total not to exceed amount of Two Hundred Ninety Four Thousand Three Hundred Ninety Dollars ($294,390.00). Designscapes Colorado Inc. is in good standing with the State of Colorado.
