PURPOSE
Requesting City Council approval of a formal request for qualifications and proposal for the Stormwater Master Plan to the most qualified, responsive, and responsible firm and approving the resolution giving the Mayor authority to sign the contract.  Municipal Code Section 3.08.090, ". . . . All bids and proposals in excess of $50,000 shall be awarded through formal written procedures by the city council."  
BACKGROUND
The City intends to select an Engineering Consultant to provide professional planning, engineering and relevant services to assist the City in preparing a City of Brighton Stormwater Master Plan.  Master planning allows the City to quantify the current status of the existing system, efficiently and effectively manage limited resources for the greatest benefit for the system, and ensure required system upgrades are identified for future development.
Formal statements of qualifications and accompanying fee proposals were received from qualified firms for the Stormwater Master Plan on May 7, 2015 at 10:00 AM.

·      Bowman Consulting Group Ltd
·      Enginuity Engineering Solutions, LLC
·      Short Elliott Hendrickson Inc
·      JVA Inc.
·      Burns & McDonnell Engineering
 
Based on a multi-person team review of submitted statement of qualifications and other proposal information, the firms of Short Elliott Hendrickson, Inc., RE/SPEC Inc. and Enginuity Engineering Solutions, LLC were invited to interview with the project team which was comprised of members from the Utilities Department and Finance/Division of Procurement, Contracts and Risk Department.  
The project team ranked and evaluated the firms in a matrix that highlighted the evaluation criteria.  Enginuity Engineering Solutions, LLC received the highest score from the project team as the firm best meeting the evaluation criteria.  The criteria used for the evaluation and final recommendation of the interview firms included:

Ø      Relevant firm experience
Ø      Team experience and  qualification
Ø      Approach to project management
Ø      Detailed rate schedule
 
CRITERIA BY WHICH COUNCIL MUST CONSIDER THE ITEM
FINANCIAL IMPACT
Funding in the amount of $150,000 was approved in the 2015 budget for the Stormwater Master Plan project.  No additional funds are required at this time.
 
STAFF RECOMMENDATION
Staff recommends the contract be awarded to the most qualified, responsive and responsible firm - Enginuity Engineering Solutions, LLC for an amount not to exceed $150,000 for the Stormwater Master Plan.
OPTIONS FOR COUNCIL CONSIDERATION
