PURPOSE
A Resolution authorizing the Grant Agreement with Adams County for grant funding in the amount not to exceed $322,358.00 for the Speer Canal Trail; authorizing the City’s matching obligation of $220,000.00; and a partner match from Brookfield Residential of $102,357.00; and authorizing the Acting City Manager to sign and execute the Grant Agreement.

BACKGROUND
The Speer Canal Trail is located on the east side of the City, in an area where large residential growth is occurring. To meet future Brighton resident needs, a north to south trail is needed within this area. The Speer Canal Trail will be a key linkage of trail within the City’s Circular Trail. The Parks and Recreation Department Staff, over the past two years, has been meeting with FRICO (Farmers Reservoir and Irrigation Company) and the land owners in the Speer Canal Trail project area.
The total cost for the Speer Canal Trail is estimated at $644,715.00. This project is the combination of this grant funding, the City’s project partner’s matching funds, and the City’s matching funds. The Adams County approved grant funding of $322,358.00 (50.0% of total) will match Brookfield Residential partner match of $102,357.00 (16.0% of total), and the City’s cash match of $220,000.00 (34.0% of total). The 2020 Parks and Recreation Capital budget will has allocated funds to construct this trail along the Speer Canal.
The City Attorney’s Office has reviewed the Agreement and has found it to be acceptable.
FINANCIAL IMPACT
Signing the Grant Agreement with Adams County will allow the City of Brighton to receive $322,358.00 that will be used for the construction of the Speer Canal Trail. The City has budgeted the match of $220,000.00 in the 2020 Recreation Capital, and will be receiving $102,357.00 from Brookfield Residential as a partner match. The total cost for this trail project is estimated to be $644,715.00.
STAFF RECOMMENDATION
It is recommended that City Council approve the Resolution authorizing the City of Brighton to enter into a Grant Agreement with Adams County for grant funding in the amount not to exceed $322,358.00 for the Speer Canal Trail; authorizing the City’s matching obligation of $220,000.00; and a partner match from Brookfield Residential of $102,357.00; and authorizing the Acting City Manager to sign and execute the Grant Agreement.
