PURPOSE

Requesting City Council approval is being requested for a formal solicitation for the Veterans’ Park Water Quality and Trail Enhancement Design-Build Project to the firm having the requisite expertise and experience to perform the required Services, and approving the resolution giving the Mayor authority to sign the contract.  Municipal Code Section 3.08.090, “. . . . All bids and proposals in excess of $50,000 shall be awarded through formal written procedures by the City Council.” 

BACKGROUND/HISTORY

The City of Brighton Parks and Recreation Department in a collaborative effort with the Utilities Department accepted proposals to complete the Veterans’ Park Water Quality and Trail Enhancement Design-Build Project. 

 

The City of Brighton has been approved for funding from Colorado Department of Transportation (CDOT) Water Quality Mitigation Pool to design and construct a water quality control measure and to design and construct a trail with bridge funded through an Adams County (AdCo) Open Space Grant.

 

Water Quality Control Measure

The water quality pond will treat stormwater drainage from the CDOT right-of-way (MS4 boundary) as well as a large portion of the City of Brighton Ms4 area. These drainage flows currently drain, untreated, to the McCann Ditch (city-owned ditch) and ultimately to the South Platte River approximately 2,500 feet to the north.

 

The flows from this drainage basin enter the South Platte River at two discharge points, one north of HWY 7 and one South of HWY 7. It is the goal of the project to pipe the flows from the south discharge point under HWY 7 to the north and connect to the water quality pond. To enhance the water quality of the stormwater draining from CDOT and City of Brighton to the South Platte River, the City is looking for qualified design-build teams to design and construct a water quality pond and appurtenances per City and CDOT standards and specifications.

Trail and Bridge

The City of Brighton has also been approved for an AdCo Open Space Grant to install a missing link in the Colorado Front Range Trail (CFRT). The project is adjacent to the water quality project.

 

The CFRT project consists of constructing a new regional trail through Veterans Park, over a new bridge, along the McCann Ditch, and then east along the north side of State Highway 7 (Bridge Street) to the round-a-bouts.

 

A Mandatory Pre-Proposal Conference was held with twelve (12) attendees. 

 

Four (4) formal proposals were received on March 15, 2017 at 10:00 AM.  Overall the Project Team was pleased with the responses.  While all presentations were impressive, due to the fundamental issues of the available budget sources within which this procurement effort is maintained- two firms earning the most points in response to the criteria of the RFP were interviewed.  This assembly was to explore the possibility of a revised (reduced) proposal.  Neither Aslan Construction Inc. nor Concrete Express, Inc. were able to provide the flexibility required.  The Project Team has decided it is in the best interest of the City to award the project as a whole to Northern Colorado Constructors/AGPROfessionals.  The Procurement and Contracts Manager was present for all interviews.

 

This Trail Grant Project is for an estimated total of $376,865.00.  The City was awarded Adams County Open Space Grant funding in the amount of $226,115.00 for this project.  The remaining $150,750.00 is from the City’s Open Space Account. 

 

The City’s appropriated $24,000.00 for the design of this trail project in 2017, anticipating the construction in 2018.  Additionally, the City has earmarked in the 2018 projected budget $352,865.00 for the construction of this project.  Once the Utilities Department received their Water Quality Pond grant funding it was decided that both projects would be bid together since both projects will be constructed in the same area.  The project was bid as a design-build, thus the construction dollars need to be appropriated from 2018 to 2017.

FINANCIAL IMPACT

The trail and bridge portion of this project was estimated to be $376,865.00.  The Northern Colorado Constructors/AGPROfessionals not to exceed bid is for $376,244.00.  In working with the Utilities Department on co-solicitation of this project, time and cost savings were achieved to construct the trails portion of this project in 2017 instead of waiting until 2018.

 

The estimated total cost for this project is $376,865.00. The City’s adopted 2017 budget appropriated $24,000.00 for the design of this trail project, and the City’s adopted Five Year Capital Improvement Plan planned for the build of the trail project in 2018 with expenditure of the $352,865.00.  Grant funds are available in an award from an Adams County Open Space Grant in the amount of $226,115.00 for this project and are available in the Parks and Recreation Capital Improvement Fund Balance-Open Space of $126,750.  A supplemental 2017 budget amendment is proposed for $352,865.00.

 

STAFF RECOMMENDATION

The Finance Department, in working with the Parks and Recreation Department and completing the review and evaluation on this share of the proposal the recommendation is to award to the firm having the requisite expertise and experience to perform the required services of Northern Colorado Constructors/AGPROfessionals in the amount not to exceed Three Hundred Seventy Six Thousand Two Hundred Forty Four Dollars ($376,244.00) for the trail portion of the Veterans’ Park Water Quality and Trail Enhancement Design-Build Project. 

 

Northern Colorado Constructors/AGPROfessionals is in good standing with the State of Colorado.
