PURPOSE

To discuss in executive session issues subject to negotiation, to receive reports on negotiation progress and status, and to determine a position or instruct negotiators. 

 

BACKGROUND

 

The City ‘s Economic Development Department works with businesses who are considering locating in the City of Brighton, and the City Council can consider incentive agreements to encourage such businesses to locate in the City of Brighton. Economic development incentives may be financial or non-financial, and they may encourage job creation, increase sales tax revenues, or improve property values, among other goals that benefit the City of Brighton as a whole. The projects are vetted and analyzed for costs and benefits and the overall fiscal impact. Often incentive agreements include specific performance standards to recover financial benefits or a process to monitor the progress of the project. 

OPTIONS FOR COUNCIL CONSIDERATION

 

City Council may motion, with the affirmative vote of two-thirds of the quorum present, to recess for an executive session pursuant to C.R.S. § 24-6-402(4)(e) and Charter Section 5.4(C)(1) to determine a position on matters that may be subject to negotiations and to instruct negotiators.
