PURPOSE
Attached for your consideration is an emergency ordinance imposing a 4 month extension to the original six month moratorium on the acceptance, processing and approval of any application for a permit or license concerning the operation of any cyber café, sweepstakes café, or internet sweepstakes café (these terms are defined in the ordinance) in the City of Brighton. The current moratorium is scheduled to end on March 18, 2015.
BACKGROUND
Cyber cafés (including sweepstakes cafés, or internet sweepstakes cafés) have begun to appear along the front range of Colorado.  They are generally store-front organizations with computer terminals that allow access to slot machine-like games, and that dispense coupons for discounts on products or services.  Consumers are generally required to pay for the use of the computers and the internet access time, or purchase telephone cards.  
OPTIONS FOR COUNCIL CONSIDERATION
Staff recommends that in consideration of the protection of the health, safety and welfare of the citizens of Brighton, a four month extension on the six month moratorium be imposed in order to give staff and Council time to continue to follow and review the recommendations from the Attorney General and the outcome of House Bill 15-1047 which was introduced to the legislature on Wednesday January 7, 2015 addressing the prohibition of Cyber Cafes.  No applications have been received by the City for these kinds of operations and the City has not received any inquiries from potential applicants.
