PURPOSE
To present proposed changes to the storm drainage rate fees.

BACKGROUND
Staff presented results of the storm drainage rate study at the February 9, 2021 Study Session. Currently non-residential customers pay a monthly fixed fee for storm drainage, the study found a fee based on impervious area would provide more equitable distribution of storm drainage costs across all customers. Staff met with members of the business community and incorporated a credit program as part of the proposed ordinance to address concerns raised in the meeting. City Council directed staff to bring back a draft ordinance of proposed changes to the storm drainage fees to a Council meeting for formal consideration.
FINANCIAL IMPACT
Adoption of the recommended changes will increase storm drainage revenue received from non-residential customers approximately $50K in 2022.
