PURPOSE
Requesting City Council's approval of the procurement for 22-007254 Rec Center Pond Liner by awarding a contract to Meridiam Partners, the most responsive and responsible bidder, and approving the resolution giving the City Manager, or Designee, authority to sign the contract. Per City Code Section 3-8-90 " All materials, supplies, equipment, service and construction contracts, except as otherwise provided in this Article, with an estimated cost of greater than fifty thousand dollars ($50,000.00), shall be awarded through the formal bid process or the formal RFP process by the City Council. After due notice inviting bids, purchase orders and contracts shall be awarded to the lowest responsive and responsible bidder."

BACKGROUND
The City of Brighton owns and operates two ponds located at the Rec Center on 11th Ave. These ponds serve two different needs in the City. The South pond is currently lined, however, the City does not have record of the type of liner or where around the pond it is located. This south pond holds augmentation water from the City for irrigation use. Storm water also is directed into this facility. The North pond is utilized by the Parks Department as a fishing pond. This pond is not lined and infiltrates at a fast rate.
The Parks department pumps water back into this pond to keep the water level at a constant elevation, however, the infiltration rate and the energy consumption from pumping has made this set up unsustainable.
