PURPOSE
The City Council met to review and discuss renewal of the appointment of the current Municipal Judge Johnny Barajas. At the study session on April 14, 2026, City Council gave direction to bring back a resolution to renew Judge Barajas’ appointment and enter into another two-year contractual agreement.
BACKGROUND
The City Council directly appoints the City Manager, City Attorney, and Municipal Judge. The Municipal Judge is appointed pursuant to Brighton Municipal Charter Section 8.2 for a two-year term. The initial two-year term is concluded, and the City Council desires to renew the appointment for another two years. The City Council entered into an employment agreement with Municipal Judge Barajas two years ago and has given direction to enter into another two-year employment agreement. The appointment will also include being the Hearing Officer for Liquor Licensing, Marijuana Licensing, and Business Licensing.
The Presiding Municipal Judge must be a currently licensed Colorado attorney with experience on the bench in a Colorado municipal court of record, preferably with knowledge of the Brighton Home Rule Charter and Brighton Municipal Code. The Presiding Municipal Judge is expected to communicate in a respectful and professional manner with Court staff, defendants, witnesses, attorneys and others engaged with during the normal course of business. Court is held on Tuesdays, Thursdays, and twice a month on Mondays.
