PURPOSE
Requesting City Council approval of a formal bid for the City Hall Exterior Window Resealing Project to the lowest most responsive and responsible bidder, and approving the resolution giving the Mayor authority to sign the contract. Municipal Code Section 3.08.090, ". . . . All bids and proposals in excess of $50,000 shall be awarded through formal written procedures by the city council."

BACKGROUND/HISTORY
In the summer of 2014, during an unusually fierce wind and rain storm, a majority of the windows located on the west side of the City Hall building began to leak. A post storm inspection revealed that the window seal/caulking located between the window frames and the concrete wall has begun to fail and will allow water to pass into the building under high wind conditions. According to historical record the existing window seal system was applied in 1990. In 2011 new window glass was installed in all of the buildings windows however at that time a new seal was only applied between the new glass and the frame. To provide for a complete system the bid specifications require that a new seal be applied to both window joints to ensure an updated, uniform, and water tight protective seal for the City Hall windows.

Formal bids were received on April 10, 2015 at 10:00 AM; two (2) firms attended the mandatory pre-bid conference with two (2) firms submitting a bid for this project. All bids received were opened and read into record by t...
