PURPOSE
Approve a Resolution finding good cause to waive the requirement for formal bids and approving a contract with CLAYSTOME Construction Inc. to construct a "Fish Pond" in Ken Mitchell Cell 1.
BACKGROUND
In 2010 the City received a "Fishing is Fun" Grant from the State Division of Parks and Wildlife. The grant includes the construction of the fishing pier, restroom and landscaping and Ken Mitchell Lakes. One of the requirements of the grant is the construction of a permanent "Fish Pond" at the base of the fishing pier. The "Fish Pond" is to be a refuge for fish when Cell 1 is drained for augmentation. The "Fish Pond" will be 10' deep and approximately 2 acres in size. The construction will require moving approximately 36,170 cubic yards of material. The material to be removed is clay and bed rock. The grant requires the work to be complete by September 1, 2015.
The City has solicited proposals from three firms to construct the "Fish Pond". The first firm is CLAYSTONE Construction Inc. The City is currently contracted through Ready Mix to clean the bottom of Cell 1 to increase the storage capacity. They are onsite and available to complete the work. Their proposal for constructing the "Fish Pond" is $98,871.70. The second firm is Fiore & Sons. Their proposal is $316,006.78. The Third firm was Dirt Drs. They did not respond.
