PURPOSE
Requesting City Council's approval for the procurement of 24-008438 South Outfall Phase II Culverts by awarding a contract to Duran Excavating, Inc., deemed the most responsive and responsible bidder of the three (3) bids received in response to the published solicitation, and approving the resolution giving the City Manager, or designee, authority to sign the contract. Per City Code Section 3-8-30(b): "All materials, services, and construction contracts, except as otherwise provided in this Article, with an estimated cost greater than one hundred thousand dollars ($100,000.00), shall be awarded through the formal solicitation procedure or the formal RFP process by the City Council. After due notice inviting bids, purchase orders and contracts shall be awarded to the lowest, responsive and responsible bidder."

BACKGROUND
This item was originally presented at the March 26, 2024, City Council Study Session.

The City's South Outfall is master planned drainageway that conveys stormwater runoff from portions of the City. The outfall begins near Eagle Boulevard and South 27th Avenue and carries stormwater to the South Platte River. The outfall has been designed and constructed over many decades. The latest portion of the outfall to be designed and constructed extends from South 4th Avenue to South 27th Avenue. This portion of the drainage system carries developed runoff from several developments including Prairie Center, Case Farms, Farmlore, Indigo Trails and planned, future developments.

The outfall includes several major roadway culvert crossing under future 19th Avenue, Chambers Road and South 4th Avenue. These culverts were planned to be constructed in two phases. The first phase was constructed in 2012...
