PURPOSE
To finalize City Manager Michael Martinez’s 2024 performance evaluation and set the new compensation rate, as directed by the City Council on October 1, 2024.
BACKGROUND
City Manager Michael Martinez was appointed by the City Council on October 26, 2021, as City Manager. The City Council is tasked with conducting an annual performance evaluation process that is approved by the Council.
The City Council decided to conduct a City Council only evaluation process to evaluate the City Manager’s performance from October 2023 through October 2024. The performance evaluation process was managed by Human Resources Assistant Director Ray Lipsey and Human Resources Director Kevin Young.
Feedback from the annual evaluation process was summarized and presented to the City Council during executive session on October 1, 2024, by Director Young.
The City Council decided to retain the City Manager Michael Martinez and increase his annual compensation by 7%, and he will receive a 3% COLA increase like other City employees in January.
FINANCIAL IMPACT
The approved budget for 2024 and 2025 has sufficient funds to cover the increase in compensation. The City Council will set compensation based on performance evaluation.

1. Approve the resolution to accept performance and compensation.
2. Deny the resolution to accept performance and compensation.
3. Request further direction from staff.
