PURPOSE:
Eligible voters within the Brighton Downtown Development Authority (“DDA”) boundaries passed Ballot Issue A and Ballot Question B during the November 4, 2025, special election. Due to the successful election, the next step is for City Council members to adopt an ordinance for the creation and organization of the new Brighton DDA board.
BACKGROUND:
Brighton Urban Renewal Authority (“URA”) Core Downtown Urban Renewal Area sunsets in 2027, which prompted the need to identify an alternative funding mechanism dedicated to the ongoing vitality of downtown Brighton. The Brighton Urban Renewal Authority contracted with Progressive Urban Management Associates to coordinate the process to form a DDA leading to the November 4, 2025, special election. The vote passed with 80% voting in favor of the creation of the DDA.
The ordinance proposes a 7-member board, with one of those being a City Council member. After the initial period, the terms will be for four years. Only those owning property, leasing property, residing, or working within the DDA boundaries are eligible to be on the board.
