PURPOSE
To appoint a Hearing Officer and Alternate Hearing Officer to serve as the Local Liquor Licensing Authority.
BACKGROUND
Per Ordinance 15-2209 adopted on June 23, 2015 which amended Article 2-65, Article 5-8 and Article 9-24 of the liquor licensing and alcohol beverage provisions of the Brighton Municipal Code, and in particular Section 2-65-10(a) thereof, the City Council is charged with appointing a Hearing Officer to serve as the City’s Local Licensing Authority who shall have all the powers of the Liquor Licensing Authority set forth in Articles 46, 47, and 48 of Title 12, C.R.S. and the Brighton Municipal Code, Council directed City staff to advertise for a Hearing Officer. Staff recruited qualified applicants for the position. The applicants were initially screened by a committee consisting of the Human Resources Director, City Clerk, Deputy City Clerk, Mayor McLean and Mayor Pro Tem Wallin. Three applicants were interviewed by the City Council. Based upon the interviews and a review of the qualifications of the applicants, Council determined that Kristen Brown possessed the necessary qualities to assume the role as the Hearing Officer for the Local Liquor Licensing Authority and Jeffrey A. Wells possessed the necessary qualities to assume the role as the Alternate Hearing Officer for the Local Liquor Licensing Authority. Council must adopt the attached Resolution to appoint Kristen Brown and Jeffrey A. Wells to their respective positions and set compensation.
